Virginia Cell Phone Laws

Virginia takes cellphone violations more seriously than others. Drivers 18 and older are only allowed to use a cellphone to talk, but not text. Commercial drivers or motorists with limited driving experience, such as learners permit holders, and provisional licensed drivers under the age of 18 are penalized more strictly for violation cell phone laws.

Though all drivers are prohibited from using a cell phone while driving, they may only do so under special circumstances. Emergencies classify as extenuating circumstances that allow drivers to use their cell phones.
